Welcome to CLPER!
We are a volunteer-based model program for the application of temporary, lead-based paint hazard controls interim controls to the residences of lead-poisoned children as soon as possible after medical diagnosis, preferably within 48 hours. We also provide a full explanation of the drastic state of childhood lead poisoning in New Jersey, and an overview of CLPER's organization and goals. Read Myles O'Malley's report Putative Declines in Elevated Blood Lead Levels: Real or Illusory? A Review of NJ DHSS Childhood Lead Poisoning in New Jersey, Annual Report Fiscal Year 2001 (revised February 5, 2002).
CLPER believes that the interim control of residential lead-based paint, under existing Medicaid law, may be defined as a medical intervention, in the same way that chelation therapy and case management of elevated BLL children are defined. As such, interim controls should be a covered medical expenses. Myles O'Malley, CLPER's Director, has written a comprehensive article on "Medicaid Law and Lead Hazard Interim Controls."
